Hey Igor,
The first thing I would recommend is installing the latest version of NI-Serial onto your computer. If you think you have the latest version, then remove the card, uninstall the driver, reboot, and then reinstall the driver from our web site. After rebooting try reinserting the device. It's possible there was a problem during the installation.
In addition, make sure you have the latest service packs for Windows and then for a last resort I would try to upgrade the bios on the computer.
Different laptops have different cardbus controllers that can allocate resources. If the cardbus controller and windows can't manage these resources correctly it will prevent the device from being detected.
