PciGpibEEPromUpdate gives PCI base address error

We have two PCI-GPIB boards that work fine in older Macs but not in our new 466MHz G4s (running 9.1). I followed the instructions in support document 25OHUUKD and put the card into a Win 95 machine (166MHz Pentium MMX). Then I downloaded the three files that came with that document (PciGpibEEPromUpdate.exe, NVRAM.TXT, and BOOTROM.TXT). When I run the updater it says
The PCI base address register(s) (PBAR0 and/or PBAR1) contain invalid address(es)

Press to continue

When I press ESC I get told to press it again to exit.
I have tested the card and it still crashes the Mac.
What am I doing wrong and how can I get these cards to work properly?

Unfortunately, there is no other work around for your situation. Since our drivers are not supported on Mac OS 9.1.x or later, you will have to use a Mac OS 9.0.x or earlier or switch to GPIB-ENET/100.
