Relay testing unit

we a team of electrical undergraduate students were given to make a relay testing unit as a final year project.The unit should generate-1.Over/under voltage,2.over/under frequency, 3.Rate of change of frequency ,4.Phase shift.The unit should be controlled by a pc using DAQ and GPIB or using serial port controling. Unfortunately we have know idea how this unit's circuit consists of.Pls help us to overcome this problem.At least give us a clue to hoe to begin this project. Thank you.

Hi,
I am not exactly sure what you are asking for in this post. Our DAQ cards can generate waveforms, and we have GPIB cards. I would think that the easiest way to do this would be to get a small microcontroller (like a PIC chip), and some supporting hardware for generating frequencies and such. Some PIC chips come with an RS232 port built in, or you should be able to easily get an RS232 chip to handle the communication.
