Timing between IEEE488.1and ieee488.2

Is it possible there are timing problems between  IEEE488.1 ( instrument) and IEEE488.2 ( pc card)
 
There is communication on the bus.  Possible i use a bad terminator

I doubt there would be any timing problems between an IEEE488.1 instrument and and IEEE488.2 controller. IEEE488.1 defines the physical layer and signal transition timings. IEEE488.2 defines a software interface for GPIB. There is no conflict between the two specifications.

What kind of error are you getting? Can you post an NI Spy capture?

If your controller and instrument both follow their respective standards correctly, there should be no problems at all. However, some 488.1 instruments do not propertly follow the IEEE 488.1 standard, which can indeed cause problems (typically with handshaking since they may not follow all spec-required timings).
