Issue is closed. But I haven't used an active USB-Hub.Thanks anyway
Now for the record:
1) Have used the official NI "Device Driver Reference CD" Disk 1/3 and installed manually under "\Products" the drivers 488.2, VISA; MAX;NI-SPY and this might be wrong. I have for the first time run the CD and used the Menu "Install Device Driver", this has installed several NI-DAq and other tools I might have forgotten.
After that I plugged in the USB-GPIB and Windows HW Wizzard recognized it.
So it is not TOSHIBA laptops issue.
