USB-GPIB disconnect & reinstall

Why does the Windows (either W2k or XP) insist on reinstalling my USB-GPIB if the USB cable happens to be unplugged when the computer is powered up?
 
This is more than a simple annoyance when it happens to a user who does have sufficient logon priviledges to allow the reinstallation.
 
The same problem occurs when using a USB DAQPad module which happens to have it's power turned off when the host computer is turned on.

This is a known issue with Windows and NI USB GPIB controllers (I would assume that this hold for DAQPads as well).  Windows will re-enumerate devices that are not part of its "standard set of drivers" when it sees that they are plugged in unless the driver for the device is signed by Microsoft.  We are working on addressing this in future releases.  There is no workaround aside from not unplugging your USB device.
