After the computer sleeps, or after the GPIB-USB-B connector is disconnected and reconnected to the computer without reboot, in Labview 2009, Visa Find Resource hangs indefinitely when MAX is opened, it gets a MaxVisaTimeoutError.
Any ideas?

Also, a reboot is currently the only way I can solve the issue; however, Windows can't shut itself off, it hangs at the "Shutting Down" screen, and I have to hold the power button to get it to shut off.

When the computer sleeps, power to the USB ports is sometimes turned off, depending on your settings. Usually, by default, Allow the computer to turn off this device to save power is selected in the USB Root Hub Properties. You want to deselect this option. To locate this option, open Windows Device Manager. Expand the Universal Serial Bus controllers, right-click on the USB Root Hub and select Properties. A USB Root Hub Properties dialog box will pop up. Select the Power Management tab.
This should solve the issue assoicated with when the computer sleeps. When the GPIB-USB-B is disconnected and reconnected, there should not be a MaxVisaTimeoutError. I tested it out on my machine and did not get similar results. Are you able to resolve this erro by rebooting the computer?
