What is with the MAX program that makes Advantest TR6143 function properly?

GPIB Advantest TR6143 failed, working on PII 300 Desktop PC using GPIB-USB I was able to control the TR6143, but when using Athlon64 2800+ I have to scan the devices attached using my code then scan the devices attached using MAX, to make TR6143 work prperly. what is with the MAX program that makes Advantest TR6143 function properly?

Hello,

Measurement and Automation Explorer (MAX) is the configuration software for NI GPIB cards. When you Search for Instruments from MAX, you are assigning an address and a device number to any instrument that is attached to your GPIB card. Once you have an address and a device number, you can begin communicating with that instrument.
