The IFC function should be reference in the VISA.h file distributed with your version of NI-VISA located in the \win95\include directory.

Well, of course this is the first place I looked for it, and it is not there. I used dependancy walker on VISA32.DLL and saw that it was not in there either??? Did NI forget to put it in???
