Some possibilities that come to mind.
1. The new drive is slow.
2. The way that the reinstallation was done has lead to some fragmentation of the drive (try running defrag)
3. There are network paths that have changed that are trying to be resolved.
In general the best idea would be to check how closely that one machine matches all the other ones.
Also is LabVIEW the only thing that slows down or is the whole system slower?
Is LabVIEW itself slower or just the VI running on it? If it is the VI you can try and determine where it is spending all of its time and why it does not take so much time on other systems.
