Hi,
Have you tried reverting back to the original configuration that you had when everything was working? Were there any other variables that changed between moving the device to the rack? Have you tried communicating with the device through the VISA Interactive Control (Start->All Programs->National Instruments->VISA->VISA Interactive Control)?

I've checked the connections on both ends, several times. From what I can gather through a visual inspection, everything looks fine. I also tried several different usb ports on the laptop with no luck.
@Shelby:
There have been no configuration changes since the deivce was moved to the testing rack. I don't have any experience with VISA but I tried sending commands found in the device manual but all I would get is a bad command error. I did try the NI 488.2 GPIB anaylzer and it passed the test but when I try the IDN quey the device isn't found.

I do not have access to another GPIB device to test....unfortunately.
Thanks to everyone for taking the time out to help me troublshoot this issue.

Unfortunately there doesn't appear to be many options at this point. If you can get ahold of another GPIP device to test, you could at least eliminate the cable from the equation. Otherwise you could try interacting with the device via another system with your program and LabVIEW on it. It's difficult to theorize about what may have happened in the move, other than possible connection problems or something catastrophic inside your device.
