Just because you don't get an error with the VISA Write, does not mean it is working. You could have you cable connected to nothing at all and you won't get an error with the VISA Write. Usually, the reason you get a timeout error with a VISA Read is that the instrument is not sending any data and usually this is because it is not receiving the correct command. Please verify that you can use Hyperterminal.

Sounds like you might not have any connection to the instrument. Check your cable. There are two types of serial cable. A null modem type crosses the transmit and receive lines (2 and 3 on a DB9) and the other has the lines wired straight through. Use an ohmeter to check which type you have and compare it to what the manual says you should be using.

Hi everyone,
 
actually I had a wrong cable. Some one must have changed it during the delivery to me. That is really really bad.
 
I would like to thank you all for taking so much time to solve this problem. I'm so sorry for that, but everything works out fine now.
