Hello,
I assume you are talking about the IVI driver you downloaded from here. That driver is a General Purpose Digital Oscilloscope driver and does not have all the functionality of the HP 54616C. You can either program the extra functionality yourself or contact an Alliance member for do it for you. If you need a lot of extra functionality you may want modify an existing driver that already has the functionality so it will work with your instrument.
