how long it takes for a kistler 9255B dyno to give an output readings for cutting forces and moment when drilling a hole in a 10 mm plate .

Kistler is not an NI product.

The 9255B is just the piezo sensor with it's resonance at about 3kHz (depending of mass load, see it as a SDOF system)

The complex transferfunction (up to fg) should be noted in calibration sheet. If not ask Kistler.

What are you using to read the charge?

Usually charge amplifier have a group delay in or below tenth of µs....
