ni488.2 pci card does not find instruments

I am using a PCI NI488.2 card to interface with my instruments over GPIB. The interface suddenly stopped working.

While trying to debug I've determined the following things --

1. The hardware isn't at fault. I changed the PCI card and the problem persists.

2. Using measurement and automation explorer

      2a. Scan for instruments returns "no instruments found" when I shut down all instruments. This is okay.

      2b. Scan for instruments returns nothing found when the instruments are on.  This isn't good.

I have simplified the setup to a single instrument that I know has a functioning GPIB system (tested on a different computer) but the problem persists.

I did reinstall the drivers previously. The interface worked just once after doing that but it stopped working soon after. 

Any solutions / suggestions?

Found the problem. One of the cables was bad and was making the devices throw errors.
