problem with CO bit while setting NAT 7210 as active controller

Hi,
 
1. I set up a board with 7210 and a microcontroller. I configured 7210 as an active controller by setting IFC and resetting it. I am supposed to get the CO bit in ISR2 register to be set to send addressing commands and data messages to a gpib device. But Co bit is not set. I got the IFC ,ATN assserted after configuring it as a active controller. The CIC bit is also set. Just i got struck up with CO bit.
Can you please give me the solution...
 
2. 7210 can be addressed to talk or listen by using mta and mla commands. But how to address the gpib device that is to be controlled by 7210 to talk or listen ??
 
Please help me to solve these problems.. as i have to urgently submit my project..
