I have a BK Precision 5491A Multimeter that communicates in Standard Commands for Programmable Instruments ( SCPI ) and RS-232 interface. VISA should work with this instrument?

Yeah, but VISA is just the interface (Port) API. You may want to look for a driver for this or a quite similar instrument.
