"enol" err when connect to my Instrument

when my program want to connect to instrument by pci-gpib , it shows like the .spy   and when i scan for instument,it got nothing      .....and it pass the troubleshooting's 3 step ... what's wrong with it ?

ENOL simply means no listeners. What does Measurement and Automation Explorer show?

here is the latest  .spy  , gpib-commucation ng-->ok  !?    why it does??

Not NI Spy, Measurement & Automation Explorer. You should have an icon for it on your desktop. If not, access it from "Start->All Programs->National Instruments->Measurement & Automation". This will display your devices and the instruments seen on the bus. What does it show?
