Hi,

None of the NI drivers install or use this library. In fact, this sounds like the VB language interface file for the HB driver (SICL)for the HP-IB boards. You should probably contact HP (Agilent).

I had this same issue.  Apparently the program needed "vbsicl32.dll" AND another file called "sicl32.dll".  Without sicl32.dll, the VB6 program stated "can't find vbsicI32", even though vbsicl32.dll was in the correct location.

Copy sicl32.dll to the windows system directory and the error should not come up.  You do not need to register these dll's.

At the target runtime PC, you should install Agilent IO Libraries instead of NI-VISA or NI-488.2 software. The DLLs are very specific to Agilent SICL modules.
