As the previous answer indicates, it does come with any NI GPIB card. It also comes with all NI VXI controllers and some of the more recent NI Serial boards.
To answer your question directly, yes it also comes with LabVIEW and with Measurement Studio. So the only reason for you to download it from ni.com is if there is a newer version available than the one that came with your product.
By the way, the link the other answer pointed to is NI-VISA 2.6, which is the latest at this time.
