Is there some update of CoBuilder?

What's the current version of CoBuilder? 

Whether it is updated  from time to time?

Is there any enhancements in the latest version? What are they?

Yes, not only CoBuilder was updated very often,but also CoDebugger and CoFlash included were updated for each

a long time.

CooCox CoFlash has been updated to V0.3.(Early version is 0.1 and 0.2)
CooCox CoDebugger has been updated to V0.12.(Early version is 0.1 and 0.11)
CooCox CoBuilder has been updated to V0.15.(Early version is 0.1 and 0.14)

Using CoBuilder needs JAVA platform  and GCC compiler. GCC compiler I understand,but

the former—JAVA platform,including JDK and JRE.  If are they(JDK and JRE)  all need to be installed?

JAVA platform,including JDK and JRE. They are not all need to be installed. You just need to install JRE.

JRE——JAVA Runtime Environment.

Because,CoBuilder, even CoDebugger,the studios of them are all developed by Eclipse,the famous development platform. So their running need a JAVA Runtime Environment. That's JRE. You just need to install and configure JRE software. It's enough and you needn't to install others.
