The color of number of LabVIEW front panel objects can't be modified programmatically. This is specifically the case for graph frames. There is a complicated workaround, making the frame transparent and using a decoration placed under the graph, but it is definitely far from convenient.
This idea should be regarded as a small improvement to the presentation of graphs, the most prominent UI components.
