Associate VI Analyzer with .viancfg files (Project Explorer)

With the introduction of the .viancfg files, it's probably reasonably safe to assume files with that extension are for VI Analyzer (compared to the .cfg of older configurations).

It would be nice to be able to associate some VIA actions with the file type in the Project Explorer - for example, running the configuration directly or opening VIA with the configuration loaded.

This could probably be implemented by a user-created Project Provider, but would presumably be more widely useful if shipped by NI with VIA.
