It's possible to  transfer a LV program to Andruino and then this program run as start up ?

Unfortunatly no.  To use LabVIEW with the Arduino you need to have a connection between your LabVIEW (your PC) and the Arduino.  You can use something like the BlueSmirf (http://www.sparkfun.com/products/10269) so that you don't have to be wired to the PC but you'll have to have LabVIEW running on the PC to use LIFA.
