ActiveX Relinking in PPLs is not as good

It seems like LabVIEW 2025 Q3 has an issue with handling ActiveX PPL calls that previous versions of LabVIEW did not. I have multiple PPLs that use TestStand Active X calls that work in LabVEW 2019-LabVIEW 2025 Q1 but not 2025 Q3. What's weird is they work in 2025 Q3 Runtime, but the Development environment complains about them. See the picture below where I have a PPL that calls the TestStand ActiveX Start and IsStarted. Calling this from TestStand (using Runtime 2025 Q3) works just fine. But using it in LabVIEW Development does not work.

I've attached the PPL that does this. It has no dependencies (other than maybe TestStand). The PPL was built with LabVIEW 2024 Q3 64-bit Patch 3.
