9871 on CRIO 9067 can't communicate

I can't seem to get any valid output or input from any of the ports on my 9871 (RS485) module installed in a 9067 CRIO.  The module shows up in NiMax, and I can open the VISA test panel, but there is no I/O (reads always time out, writes don't appear on the DTE end).  I've verified the external hardware with the chassis serial port (ASRL1) works, and the 24V supply to the module.  I can communicate with the Chassis port, just not the 9871 ports.
I've got Ni-Visa 19, NI RIO IO Scan 19 and Ni-Serial 9870 and 9871 Scan Engine Support installed.  Uninstalled and re-installed the SW and followed the various KB articles (http://zone.ni.com/reference/en-XX/help/373197G-01/lvaddon11/crio-9871_rt/) for example.
I've attached the MAX screen cap with the SW installed.   (And it doesn't work from a VI either, that's why I'm using the test panel.)

Update - I've changed out the 9871 module with one running on another CRIO and got the same behavior.  (That RIO was running LV2013, the problem child is LV2019).  So it's not the module

Is there some installation/configuration I've missed?

Did you follow the following steps in Discover, Configure and Communicate with NI 987x Modules in Scan Mode?

After trying these, are you able to communicate with the 9871 card?

Another recommendation would be to post this under the RIO discussion forums instead of the LabVIEW one.

Thanks,

Ivana
