A measure is not detected

I was going to control Pulse Generators (WF1945B) of NF company,
It was not detected in MAX.
The interface is GPIB.
Is it necessary to do what it is to let you detect it?

check to make sure that GPIB is enabled on the instrument. Check that the address is unique and not the same as the controller. Check that you can detect another instrument.

I would expect that VISA error if MAX fails to find an instrument. MAX does the scan and finds nothing and does not report an error?

That error code does NOT come from doing a scan for instruments in MAX. It comes from a VISA function and VISA is not used in the scan for instruments. If the scan for instruments does not return anything, it is a waste of time to try any VISA function. The scan for instruments will first have to run and find something.
