Three possibilities come to mind:

  1. You downloaded and installed it, but did not "activate" its license (assuming you need to do this).  You can find out if this is the case by opening the NI License Manager (Start, National Instruments, NI License Manager), selecting Local Licenses (or Network Licenses), and see if LabVIEW Control Design and Simulation Module is shown (under Add-ons) as Activated.
  2. It is installed, Activated, but you "overlooked it".  To check, open LabVIEW, open a blank VI, go to the Block Diagram, and look at the sub-Palettes shown below for "Control & Simulation" (they left "Design" out of the label to confuse Users).  "Click and Ye Shall Find".
  3. It is installed, Activated, but a "hidden" Palette.  Open a LabVIEW Block Diagram.  Right-click and pin the Palette (upper left corner).  Choose "Customize" and "Change Visible Palettes".  You should see "Control & Simulation" -- check to make Visible.

If none of those work, let us know!
