Applications with toolkit licenses

I am attempting to build an application from an example on a development computer with the vehicle communication toolkit + diagnostic add-on. When I open the application on a deployment computer that does not have the VCOM toolkit with diagnostic addon I get missing license failures. 

My question is, does this toolkit/addon require a deployment license? It isn't listed on this site: https://knowledge.ni.com/KnowledgeArticleDetails?id=kA00Z000000g0mdSAA&l=en-US

I'm not entirely up to date with the current details but the VCOM Toolkit is in essence a combination of the Automotive Diagnostic Toolkit and the ECU Measurement and Calibration Toolkit if I'm not mistaken, so yes it would require a runtime license.

However I fail to find a purchase option for a runtime license, so you will have to contact your NI sales person to get an authoritative answer.
