Are you sure that the specfile on your network shared location is correct, as shown below? If you have copied your specfile from another location, it may not have copied correctly. Once you have confirmed that the specfile at your location accurately reflects the information you listed below, I would recommend that you run the following command at your command line:
\\Network Location\SignalExpress1.1.1\setup.exe SilentInstall.txt
The installer should search the BIN folder that is at the same location as your setup.exe, so this will make sure that the installer is looking at the right file. If you confirm that the file at this location is correct, the installer should run without problems.
