I've done some stuff with one of my company's products that uses TL1 over a serial and ethernet port. Nothing very fancy - we just send a couple of commands using VISA and check for either a "COMPLD" or "DENY" response. If you need to implement a large command set and a parser for the responses, then I'm afraid I can't help you much but let me know if you have a specific question.
