I have this same issue. Attached is a copy of the vi that has been stripped, but still hase the issue. The Menu bar is doubled and if you maximize it, you will see the grid area extends past the scroll bar at the bottom. When you run the vi, the bottom menu bar turns black, but if you save the vi, the menu bar returns. If you turn on the horizontal and verticle scroll bars in the vi properties, the bottom menu bar only shows up as a black bar.
I am using Labview 2015.
