Thank you for bringing this to our attention! After escalating this issue, I have created a CAR regarding the behavior you are seeing (CAR#565683).
In the meantime, it seems like others have suggested a workaround: Just make a copy of the Uniform Random.vi with the change shown above and use that in the interim. Alternatively you could check for the case when xmin and xmax are equal and create an array instead of using the Uniform Random.vi in that one case.
