I followed your directions with that case 1 showing and create and wiring the tunnel you are pointing to. No pause. I was able to connect it to the upper left tunnel. No wire was created in case 1 since the tunnel with an arrow already had a wire in that case. The case 0 default, got a wire from the upper, left to the lower right.
All seemed to work like I expected without any hangups.

Yes, you're right about that. For some reason I didn't see that before, but that is still not what I would expect. The established behavior for the the Create & Wire... option is to automatically wire to the linked tunnel. Because it doesn't know how to wire to the selector, it switches over to the manual tunnel connection mode, which I interpreted as being stuck, because I wasn't expecting it and because clicks in most places (diagram, other VIs) don't change anything. I still think the behavior is a bug (and I'm assuming it's unintended because the option is disabled if you only have the single tunnel).

I tested this and saw the same behavior as you. It is definitely a bug, so I filed CAR 400452. I suspect that your initial assessment is correct that the functionality is not supposed to support case selectors, and that option is incorrectly being enabled. There is already an idea for improving that. I noted that idea in the CAR, so feel free to get some more kudos behind that idea!
