Hello,
Does LabVIEW allow programmer to build a toolkit of their own?
For example, creating a palette that has the subVIs that I created.

Hi keeper,
yes it´s possible. To start you can copy all your vi´s into the userlib folder in your labview folder. If you do it, you can see your vi´s in in LabView in the user vi´s.

Sure.
In the tools menu, select advanced, and then edit palette. Add any
directory, library or menu you like.
