Using LV 2019 (32-bit), Installer buildspec, under the "Advanced" category has "System Requirements" set to "Windows 7 SP1 or later",
yet when the resulting setup.exe is run on a Windows 7 machine, it throws the error: "This installer requires Windows 10 64-bit (version 1507) or newer".
What gives?

Whenever you install any NI software (drivers, toolkits or whatever) with a version higher than 20.5, you also get the new distribution framework 20.7 or higher installed on the system and then all your NI installer builders lose the ability to install to anything earlier than Windows 10 and any 32-bit OS platform. https://knowledge.ni.com/KnowledgeArticleDetails?id=kA03q000001Hvc3CAC&l=nl-NL
While I think it is a little premature to do that mid 2020 it was imminent and in the comings and also unavoidable. Windows 7 is officially EOL since January 2020.

Uninstalling LabVIEW 2020SP1+ and any NI drivers 20.6+ is not enough, they won't reinstall the old MDF 20.5 or lower but leave the newer MDF 20.7 or newer on the system since they will recognize that it is still used by your LabVIEW 2019 system.
The only way to get this beast from your computer is to uninstall anything from NI in its entirety, then just do be safe run the NI REgistry Cleanup tool and start installing again, being very careful to not install any software that has a version number higher than 20.0 (20.5 to be precise). LabVIEW 2020 should be safe, 2020SP1 not.
