Can I not install Order Analysis Toolsett in LabVIEW 6.1

When I install the Order Analysis Toolset v1.0 in my PC, it says "you must install labview 6i before running Order Analysis Toolset Setup".
I have LabVIEW 6.1 installed in my PC. Why is the error shows up.

You must have the Full or Professional development system to install it. The Base development system is not allowed to install it.

If you never had LabVIEW 6i installed on your machine it could be that the installer of the Order Analysis Toolset finds not the key in the registry. In this case make a report to NI. They should be able to give you a reg file to correct the problem.
