This is an IMPORTANT step. It links your download and licensing options to your account.

If you did not correctly download it, it is typically sufficient to start a new download while logged it, then cancel that. No need to reinstall. Now try to activate again.

You can re-assign a community license to your account by,
1. Log into ni.com account
2. Trigger a LabVIEW Community edition download
3. Cancel or ignore the download if you already installed LabVIEW
4. Re-attempt activation from NI License Manager or from popup when launching LabVIEW
5. Choose "Check my account for licenses"

Don;t give up. LV Community Edition is notoriously difficult to get the license thing to work.
