When you say you "tried to remove everything I can think of" do you mean you removed everything or just the ones you thought were relevant?
When you run the uninstall from the windows Add Remove Programs, you can see the list of dependencies and uninstall all of them if you choose.
If you are going to reinstall everything anyway, I would recommend the following:
1. Open Control Panels.
2. Launch Add / Remove Programs
3. Select NI Software
4. In this applet, select all products listed (you can select multiple products by holding down the Ctrl key)
5. Select Uninstall to remove all products and dependencies.
6. Run the installers again.
