Chassis Detects C Series module but FPGA Target identifies different modules

I am using the NI 9145 as a slave to my cRIO-9049. I understand that some of the C-series cards I have selected cannot be used with the scan engine for EtherCAT. Therefore I must target them within the FPGA. However, within the FPGA target for the slave, it discovers devices on my controller! What is going on? How can I even select my devices?
