Confusion on listbox useage

I have several applications where, ideally, I'd like to fill what is essentially a list of parameters, and I was attempting to use a Listbox but it doesn't work as I had anticipated.  One scenario is generating a list of frequency steps that I'd like to use to set either power, voltage or both at each of the frequencies in the list.  The list would eventually be written to a file that could be used later, if the same frequency points had to be used.  Is there a way to use a Listbox in this scenario, as I can't seem to get it to work?
