Counting how many times numeric control is pressed

I tried to minimize local variable abuse. But i could not able to perform the main opeartion that taking a decision when value of the numeric control changes for the first time and another decision on subsiquent value change in the numeric control. Any help will be really heplful... Thnaks in advance...
