It seems like any time I open a custom express VI by:
I get the "Unable to view properties" error. I'd like to keep the express VI outside of the ProgramFiles/LabVIEW folder to keep all the code in one place.

Yes, the config VI pops up if I put it in the user.lib folder. You can try it for yourself if you'd like. I attached the express VI.

It looks like the any Express VIs that you create have to be in the LabVIEW directory, so I don't think you are going to be able to keep these in the same place. I found this excerpt:
"Place the Express VI in the LabVIEW directory structure."
It's located on page 9 of the LabVIEW Express VI Development Toolkit User Guide. (I have the link set up to open in a new page).
