Customize right-click over VI icon

I've been looking through right-click framework and project providers. Can either one of these allow you to customize the shortcut menu that appears when I click on the VIs icon in the top right of the VIs window? I am aware you can customize the icon editor but that's not what I'm after.

There is currently no way to customize a VI icon's right-click menu.

You can add that function to the Tools-menu, that's probably the closest alternative.
