I have to design a PID controller that would reach the setpoint in a specified time. Is there any particular formulae to achieve that?

The speed to reach the setpoint depends on your system!
Are there any other requirements? What about overshoots?
If you want to "reach the setpoint" as fast as possible you can simply increase the P gain…
Btw. you forgot to attach your VI…
