Difference between LabView Community and LabView Community NXG

When the LabVIEW VI in that tutorial is deployed to the Raspberry Pi, does LabVIEW RunTime Engine need to be installed on the Pi?

Yea the Raspberry PI needs to be setup to use with community edition. You may notice that I linked to part 4 in the series which adds WebVIs to the RPI project. The earlier parts go into more setup:
