Thanks smercurio_fc  but accesshw stuff does not run on LV8x.  Link suggests using LV port IOs.

Solved this one.  Thanks everyone.  Its was a hardware problem with our RTD card.  Both the openG & LV8.5 port IO utilities worked as expected all along.  Finally had to get out the schematics a scope to check IOWR/RD & address lines.
