I am looking to create a pipeing system in a closed loop. I would like to be able to control valves and drains on the system. Is Labview a viable program for this program? It needs to display the water system and display the chang in water levels.

Sure, LabVIEW is very likely to be the "best" choice for that kind of application. Especially if you can afford the DSC Toolkit.
EDIT: I'm assuming you meant "viable programming language" and not "viable program". LabVIEW allows you to write code to do what you want. It's not a valve control "program".

As NIquist mentioned, LabVIEW is the best choice for this application, as it is a graphical programming language, you can program as you design your system and also, with the front panel you can see the actual data generated and acquired at the same time.
