Actually, this is not (entirely) a foolish question, possibly just a poorly-formulated question. Is it possible to install LabVIEW on a computer with no Web access? Yes, this is how LabVIEW was installed decades ago when it came on "floppy" disks and CDs, and (even today!) be installed "off-line" by downloading a huge file from NI (on a machine that does have Web connections), copying it to the machine without, and running from there. My sense of it is that this is the "slower" way to install LabVIEW, however ...

It is not obvious why you think there is a causative correlation between web access and a white window. Could be an antivirus acting up. Did you do any additional tests?

With the "recent" changes to the help files i'd not be surprised if the installer somehow required use used some web page.
My second thought was that it was a user profile issue, but logging in as admin made no difference. IT support changed something and then it looked and worked like it should on the 4th try ...
It's annoying when you don't know why stuff suddenly don't work.

If the installer was built properly and still whole, it should not need to attempt to call home to NI. Technically NIPM when launched could try to access updates and feeds at NI on startup, but I do not remember if an installer proactively prevents that. FWIW, there is an option to prevent some/most of that, see nipkg.enable-NI-connectivity.
My initial thoughts are is NIPM already installed and if so, does it launch successfully and is it requesting to do any updates? If you disconnect your ethernet, is there any change of behavior with the installation launch?

This was the LV2024Q3 offline installer, it installed NIPM. It's hard to disconnect ethernet when installing over a remote desktop. 😉
I don't know what IT changed for our 4th attempt, but then it worked.
