No idea, but in the future you may want to post with a more descriptive title, like "Why did upgrading from 2011 to 2011SP1 break my build specifications?"  As it reads right now, it sounds like you're asking whether it's worth upgrading from 2011 to 2011SP1.

First I spend time to upgrade to 2011SP and after update, when I find out about broken build specification. I started to question myself is it really worth spending time to upgrade?

BTW, the issue is resolved. How I have no idea. For the first 2 times I opened the project, the build specification was broken and third time I was correct. Luckily I did not save the project first 2 times.
